Its meant to be equivelant of a Battleship for Goblin faction.
On surface will fire a nuclear rocket with extra long cd, dived can fend off for himself with torpedo.
One of the few ships on this site is a goblin sub however not much to begin with:

Searched something that could serve as a base yields nothing(oh wait didnt search over at xgm), presumedly has to be made yet 
Well, for its looks: You could try something similar to an modern akula sub, squish its length by alot, apply texture similar to those on that model ive linked. It has to have an periscope that sticks out the water when dived, somewhere on the model for the missile to come out and a firing anim with particles.
So, if anyone can volunteer to make this ?
