Hello, you can attach it to the unit\hero.
Create an abilty use the slow aura as a base ability and edit it like the one in the image.
Put the Dreamweaver to the "Art - Target" and then on the "Art - Target Attachment Point 1" type "hand left or hand right."
After that put the abilty to the unit\hero.
