Message for new ones

I think that for freshly registred users should show up a message with:
`This is not epicwar, so read rules and try to understand them!`
For some time people are spamming especially map section with them "maps"...

We already have almost exactly that. There's a disclaimer that says everything when you make an upload.

Anyway, i havent uploaded anything yet but rules are for a reason, without them, there would be only chaos.

So i guess Hawkwing is right. Disclaimers are for a reason.
