Well Gmax is a propitary file format so there is NO mdx to gmax
3ds has docs but no one is gonna sit here and code you a tool for it when most of the people that can read the .3ds fileformat have outher ways of editing/makeing warcraft 3 mdoules
your best bet is to use blender and war3moduleeidt's md2 importer/exporter

Because in google you find 80% crap and in a Tool Forum i think i get a better anwser but does not look like so.
