Mass attack

I need to make a (semi-)mass attack spell for version of the zone control series but none of the maps i have with the spell are unprotected

now i made a flare ability altered to do nothing other then target a location to give my trigger data about which units from which point should move to what point elsewhere- but for whatever reason only 1 unit moves when i give unit groups an order, even though there are multiple units in the unit group.

what gives?
