Map viewing problem

Ok, when i open this map im making and bring the cursor to the edge of the screen so it will scroll over to different part of the map it instantly goest to the edge of the map, it does this no matter what side i put the cursor to. Does anyone know whats wrong? , also when i press delete to rotate the camera it swivels nearly instantly.
