There isn't really any software devoted to just loading screen creation. If you would want to create your own custom loading screen then I'd suggest you use either of the following programs:
Adobe Photoshop - If you've plenty of spare cash and really don't mind the cost, then by all means go ahead.
There are still a hundred and one other programs that can be used for image editing out there, if you dig deep enough. Hope this answers your question.
PS. WC3 Image Extractor is used to edit or view textures and skins, I think. Never actually had any experience with them. But if you're looking to create a custom loading screen, then please use the tools stated above.
I'd take GIMP over Photoshop even if Photoshop were 10% of its current price, because Photoshop is way outside my knowledge base. You spend more money learning photoshop than buying it.
