Loading air units into transport

I'm attempting to allow a zeppelin to load air units. I've changed the allowed targets of all of the abilities, and the transport size of the air unit i'm trying to load, but it still refuses to load the unit. What am i missing?

I think that the air units must be targetable as ground.

Try to change the "targets allowed" in the "load (goblin zepplin)" ability, add "Air" to it and it may work

I did that from the start, but it still gave me a "cannot load unit" when i tried.

hmm to find where it fails you can try to make another unit and try changing its parameters to the ones on the unit u want to load and see what is causing that...
