This is an icon of Arthas's hammer, called "Light's Vengeance." It's based on the Reforged model and was handcrafted using GIMP and Reforgerator.

Set as useful. A screenshot that has been edited over top with at least 40-50% freehand involved. Approved.
Alright then please describe how it was created.
In the game editor, I take a screenshot of Arthas's hammer. In GIMP, I flipped it so it's aligned. Using the selection tool, I removed the background, making it black, and added the blue glow. Then, on a top layer, I added shading, highlighting, and lighting to make the hammer more visible. Finally, on another layer, using the brush, I manually added the glow surrounding the hammer, the white, and the magenta.

So you used a reference and/or a screenshot and drew over it?

Can i see the reference photo?
I don't have the original screenshots anymore, but I do have the Gimp log. Still, I can remake the icon if you don't believe I created it myself. No problem.
