It is indeed a bug with Veterancy. I dont remember how exactly I fixed it, so here are multiple tips for veterancy.
Turn the movement speed/acceleratino values to 1, not 0.
If that doesnt help, turn off "Combine Structure Values", then look at all values and compare the first with the second value of every entry until you find the odd one.
Delete lines with more entries than your veterancy has levels.

Stop using the collapsed info+ to edit your veterancy behavior. Instead uncollapse it and work with each field individually.

cheers.

The problem I had myself was also that my hero stopped moving, then I checked the veterancy levels and noticed that at level 2 for example, maximum movement speed was set at 0 aswell as other things that got put at 0.01 etc. Just compare the values from each level and manually fill them in. It's tedious but it fixes the problem.

As it has been said quite a few times, the hero functionality has not yet been fully implemented, so breaking yourself trying to get it to work now is probably a waste of time, it will most likely change fairly drastically towards release.

I had this problem for a bit. And i found out that the thing i was doing wrong is. Thinking since it goes 0 1 2 3 4 5 that 0 = level 0 so i set the exp to 0 and skipped to the next one what caused it to bug. I Also found that if you use your leveling one to increase your stats it some what bugged my hero.

This is correct, but let me clarify. It's a common mistake the first time people use veterency to set "Level 0" to 0 experience. Don't do this. This will cause the level of heroes to be bugged. Set level zero to the experience needed for the first level up.

I suspect the attacking and movement bug has to do with you having blank fields in the movement and attack speed modifiers for higher veterency. To explain in detail, you can have higher veterency have rewards such as stronger abilities, such as faster move or attack speed. Leaving these blank would prevent any movement after leveling up.

Yes.

This is why we need to wait for the Hero system(s) to be fully added.

Otherwise, have fun plugging in EVERY move, attack speed, health, energy, shield, attributes, abilities, etc.. for EVERY LEVEL.

to answer to the op, there are the field you need to change for every level in the veterancy levels field in your leveling behaviour:

Time scale, every multiplier & maximum movement speed have to be changed.

@ tagg1080: I don't see a problem. It took me 1 min to do that for my ten level hero, so if you're planning of doing a hundred level hero, yes it can be bothering but not really long.
I don't see the point of waiting for the release to do a hero. It's not that long once you know how to do it (with the inventory it will take half an hour if you have already planned what you want to do before starting it in the editor... It's longer than WC3 heroes of course but when I read you, it seems so bothering than no one should think about doing one xD)
