Legacy Download Feature on Maps

There is a legacy download option next to the Download button for maps. I tried to click on it to see if it showed previous versions of a map, but it just downloaded the current version of a map. So not sure what it does. Tried searching hive for answers, found 1, 2 and 3 but none of the searches explain what it does. Was wondering if anyone could explain what it does.

From what I remember, Legacy Download, simply starts downloading the file without running it through a download filter which opens up a new page when clicking DOWNLOAD.
