Yes, but Restalaan was killed during the attack on Telmor and he was leader of only Telmor. And also, Telmor became Horde property. I mean, Blackhand was warchief, but in my opinion both can be considered fallen leaders of Telmor. But I think Restalaan was meant to be the fallen one because he actually died in Telmor, and only controlled Telmor.
