67chrome: I'd strongly recommend checking out the 2D art tutorials on this site, your technique could stand to be improved upon. Also, skins worthy of being approved should take a decent chunk of time to do, the cape on this seems rather rushed.

strangely, it looks rather unique

but the methods used to make are nowhere near ideal, take a look at texturing tutorials in the tutorial section.
