Hi i was wondering if you can give an item a speed loss ability, like the item move speed bonus, but lose movement speed instead.

change the bonus movement speed of that ability to negative by holding shift, double click the movement speed value, release the shift then type in the negative value.

Yes, go to the item Move Speed Bonus ability and point your mouse on the Field Data - Movespeed Bonus and make sure it is highliighted or clicked once and press Shift then enter and voila, you can type negative values.

Also, go to gameplay constants and enable "Movespeed bonuses stack"
Else it will only be the highest bonus that works.
