Is this number of regions possible?

Hello, I accidentally opened a map I had and I saw that is loading this number of regions:

Is this possible or is bugged or is a map protection? By the way I have to force quit it because I will take forever load that.

If every one of those regions was only 1 byte, that would be 1.18 GB of regions alone. No, that is not a possible number of regions.

Does it make a difference? Intentionally or otherwise the map is unopenable. Examining more of it could tell you for sure but I'm not sure what the point is.
