You know whether or not you made this, there's no need to ask anyone else. Your artistic integrity is worth more than any praise you'd get by taking the easy way out.

Remember: you get much so more out of drawing something yourself than painting over someone else's work.

What you are doing (if I understand you correctly) is tracing. Neither is commonly accepted as your own work. Thus you should be concluding not to do this, and rather use the source as inspiration to create your own twist.

According to Zombie. (when he was called zombie279 - correct me if I'm wrong), a 25 percent of CnP is allowed, but I don't know if the rules have changed since then.

Those rules still applies to my knowledge, but requires a lot of freehand and its also judged by the mods themselves whether or not its too much.

Btw: allowing the unwrap of the model before texturing it, makes life easier for both the modeller and the texturer.

I know modellers who make the texture first than the unwrap.
And just to clear things up, this is a BAD idea as unwrap stretches and often doesnt fit properly often resulting in bad unwraps (complex/humanoid models)

75% freehand is required for the rules, the rules now on that are quite shit actually.

Yeah, its a form of tracing, you took the composition, style, colour, tone and pretty much "copied" the entire thing. I don't approve stuff like that (unless its small), it rather a grey area though to be honest. I see the skin/texture areas at this site as a place to improve freehand skills, and not rely on other peoples professions to boost your hobbies and make you who you are.
 
Just don't bother tracing.It gives mediocre result and is pain to UW map.
I've seen the WIP on the contest thread and it doesn't look good.
You've made the blade too small because in the artwork it looks small because it's captured from a certain angle but it's bigger.
You need a flat texture to make UW mapping easier and better.
