Hello. I couldn't find the Incinerate icon in the game MPQ's. Do you know where is it? I think it is some kind of bugged. Try and see with your own eyes if you do not believe.

Incinerate Path Bug

What tool are you using? If it's "War3 Viewer", you can't open it because "War3 Viewer" can't open "War3Patch.mpq" (at least I can't) so you'll have to use Magos' Model Editor to open it. You can find the Incinerate icon inside "War3Patch.mpq" and to open it with Magos ME steps you gotta do are:
Open Magos ME > Windows > MPQ Browser > File > War3Patch.mpq > Replaceable Textures > Command Buttons > BTNIncinerate.blp
