Ignoring unit pathing

I desire to make an ability that allows a hero to ignore unit pathing while under the effects of the ability, not to be confused with turning off collision, which will allow one to run through trees and cliffs.

For example phase boots in dota, how is this done? :X

Couldn't you use windwalk. Just you would need to find a way to let everyone seem him. Or couldn't you increase they height but leave the unit looks normal (So it doesn't look like they're flying) so it would be flying just high enough to go over the units, but it would look normal. Only 2 ways i think you could do it.

Haha, well this is a stupid idea because that wouldn't give enemies vision of the unit at all. I'd like to avoid using windwalk.
