I need help with how to get tools.... etc

I wanna try getting into skinning/modeling or whatever each does, but i don't know where to get the tools, and if anyone knows any good tutorials, that would be great. I would be using these tools to make my own spell graphics because im getting tired of the basic ones on my editor. Thx in advance.

Programs for skinning is no special programs, it just a normal color program such as The GIMP which can be found in the tools section on this site.
