i can't start BITS

ok the fact is i tried to update my window but i figured out then BITS and window event log is necessary for window update, so i checked for it and i noticed that BITS never start, i tried to start it but it shows this error, i tried to restart window event log, it doesn't works too

Might be a good time to reinstall your opperating system, even upgrade to Windows 8.
