"Red glow" texture maybe (Textures\..).

But how may you create such a line effectively with a particle emitter?
I'd suggest you to use a small model.

If you really only want to use a particle emitter 2, choose a high speed and emission rate into one direction without gravity and a short lifespan (and generally a small size of the particles).
 
Easiest way is to make 3 planes into a very small (still must be wide enough to see) but very long triangual prisim.
The planes are textured only on one side.
You then texture the planes external surface with transparent *insert laser colour*.

You may need to adjust the laser width. Be aware that with low AA or small model size the laser may not appear due to the way computer graphics are generated. However as you zoom in it should appear.

Yes this does not have the laser blur and other lighting effects and is invisible at longer distances but its about the most efficent and best way to do it in WC3.

No, it will look like a spray of water. Make it with a very long triangular plane with Additive material with "ReplaceableTextures\TeamColor\TremColorXX.blp". XX varies from 00 to 15, red, blue, teal, purple, yellow, orange, pink, green, light blue, gray, dark green, brown and black (TeamColor12 to 15) respectively. You will have a solid color laser pointer that moves with your turret.
