1. Friends
2. Catchy Thread
3. Amazing Concept Projects
4. Dedication to Projects
5. Signature Supports

4 is more likely to gain attention (sooner or later), project with active updates are prone to gain more reviews and posts from other members.
A good communication between Author and Viewers is a core key keeping attentions that has been gained and can help attract attentions.

The signature one works, I'll help you advertise if you have a small sig image I can use.

You mean the guys making the project? Yeah, that's a problem too. 5 would be useless without 4.

1.) Post useful stuff around the forums. Things that actually make sense and help or entertain people. Or make resources. Quality resources.
2.) Get a reputation as a person who contributed a lot to the site's integrity.
3.) People will try your map not because of its quality, but because you made it and your reputation precedes your map.

There's an often-heard saying at my workplace: "People buy you, not your product."

Generally it is done by promoting it. Facebook, Twitter, etc are all good sites to push projects on. Upload a lot of youtube footage of alpha, possibly try and involve the community. Remember to fake footage to some degree with impossible or experimental mechanics as the more impressive something seems the more hype and attention it gets.

If your project is just a WC3 map then do not bother as very few people still play WC3 and those that do have a huge library of maps to choose from.
