How to make giving share control of units throught f11

Hi i got a problem with my map f11 isnt locked i can open it but when i click f11 and select to give share to my ally then click ok nothing happens it doesnt give him share. idk why. what do i need to change in editor to make it working?

Diplomacy is disabled in single player because AI cannot understand it. It should work in multiplayer unless you have either locked it, or have triggers that undo diplomatic changes. In worst case you can trigger diplomacy, the typical "-ally Red" style command.
