Nope unless you can make your own game out of it in a coding language or a platform like Unity3D that allows it.
You are using Blizzard's Warcraft III World Editor - that means all rights belong to Blizzard and can claim any maps at any time.
Why do you think the makers of dota went ways to create Dota 2 and League of Legends in different companies? Its because Blizzard owns the rights of any map.

Straight answer : you can't make a lisence from Blizzard Maps, if you want, make your own game.
