I don't think that's merely possible
If it's possible, I believe that the water is an animated model, you have to import the same model but not animated I guess.
And that applies also on the edges of the water ( Edge water-to-ground ).
Yet, I don't know the path of the model, you can give me the path of the model inside the MPQ and I will try to remove the animation from it, after that, you will only have to import the model into import editor and change its path which fits the same model inside the MPQ files...
I wish someone here helps with the path or either another way to do it.
If you ever wish to pause the water in the middle of the game, you will have to replace the water with the frozen one.
