You turn the water layer flag on for a certain tile.

This is done by editing the war3map.w3e data file for your map. war3map.w3e data file contails all terrain mesh data for your map.

Also please stop bumping excessivly. The more you bump the less likly people will help you and the more likly you will get punished.

When you create the map, set the initial Water level to Shallow Water.
Then, to create land, use the raise tool. (The entire map will be shallow water)
If you don't want to recreate the map, change everything on the map to shallow water and start raising to create land.

Yes, i know that, but, my map is to late. :(.
How does now?

Removing a cliff is just as simple as adding them, simply lower the terrain that you have raised in order to remove it.

If you however are using the blizzard standard cliffs, which is not advised and looks really ugly. You should remove the cliff by reducing the cliff level with your Apply Cliff: Decrease One tool.

To make sure that you can create high cliffs with the raise and lower tool you would have to create a folder called UI in your warcraft 3 installation folder where you put the edited Miscdata.txt which you can download in -Kobas- 's post.
