how to change movement speed

i mean how to change movement speed for all units so they move faster in game... and also how to change so a building build faster...

Try a global Endurance Aura for the units. Buildings, I'm not sure.

for the buildings you could set the building progress, like
event: unit starts to build
condition: -
action: set building progress of constructed unit to 50%

this would make the building being built in half the time, use other percentages if you want it being faster or slower
