how the heck do u use vexorians map optimizer?

hey there guys, ive been trying to protect my map for awhile, u know, just to keep out stingy little barstards that'll try to recreate my map as a cheap and glitched game that only they can win. so anyways i heard alot about vexorians map optimizer, so i went to the download place

and downloaded the file, but i have idea wtf i do with the file i downloaded? its only one file? how on earth do i open the program? someone please help?
