[Spell] How does the new Orb of Fire work?

The newest version of the Human orb of fire reduces heal on units to 65% of normal.


How does this interact with triggered "set unit hp" type stuff?


The patch notes mentioned natives (I think) to detect healing, how can that be used? Anything in GUI?
