how can i create the building capture system from gangland

that system involves paying to capture a building by speaking to a store manager. the building can however be captured in 2 ways: extort which doesnt cost anything and take over which do cost. please help me out.

isnt anything there i can use.(i need something that uses money to capture right away or capture right away without money.) buildings owned by other players need to get all of their personnel killed then regenerate personnel before they can be captured.
