How can I create a custom UI?

First of all. I DID NOT KNOW WHERE TO POST THIS, 2D SURFACING OR HERE.

I wanna know how to create a custom UI.
I have Photoshop CS4, WC3 Viewer, I can easily get anything (free) for use.

Yes I have used the "search" but I couldn't find anything.
If you can, post a link.

why don't you just export them ,convert them and then editing it and reconverting them.i think that does it.

but you can't change how things are arranged
for converting from png (png is good because it has transparent layers) to blp I usually use blp lab from the tool section because it has this nice batch convert function
