When I was still a map moderator, I would give people who stole maps a 1-week ban for their first offense (maybe 2 weeks, it really depends on what the user did to the map).
If you would do it again, then it gets worse.
Stealing maps is for idiots. Stealing resources from maps (like specific triggers, terrain) is also stupid.
I really hate people who do that, so just don't do it. It awakens my murder-instinct .
how is it stupid blizzard never intended maps to be protected and you are not making any monetary profit from your map if someone "steals" it then that means it's just popular

I don't like protecting maps either, fact is that when people protect their maps, they do so because they do not want their maps to be stolen (or to decrease the file size ).
'Being popular' is a horrible excuse for stealing a map.
My opinion remains that using other people's work without asking them to makes you a miserable human.
Maps are not protected. There is no form of secure channel with encryption or damage protection used on map files meaning that data can be easilly modified and loaded by WarCraft III. WarCraft III maps can be damaged such that the game client will read them but the map editor will not as the map editor requires its own independant data and formats within the map to operate. In this case you will have to modify the map data manually.
