Just wondering what the rules are on models/skins from this site

Am i allowed to use them in maps that im hosting on Public Bnet?
Should i give credit to the creator of the skin/model i downloaded if so?

Can i just download any picture i find be it on this site or another, and use it in a game im hosting on public bnet

Yes, you are allowed to use any model, that is why they are posted anyway.
Should you give credit to the creator is something you should mostly feel responsible for. Most of the creators require credits, others don't. I would always give credits, no matter what.

There is not such rule :p Of course it shouldn't contain nudity :)
I still think that even a pic for a loading screen should credit the creator, unless it is one of a well hidden site in a random search result of google from a lost site... You got my point :)
