Heroes without an Aghanim's Scepter upgrade "yet"

About heroes that can be upgraded with aghanim's scepter. It may be just simple. For example for PA, It will increase its multiplier like that lol i know that some hero will get imbalanced if they had an upgrade. Who cares it's Dota2
Aghanim's Scepter increases the power of the heroes ability. It can lowers cd, increases damage, removes mana cost, and more. It is a big benefit to your hero. I'm wondering if they are going to add an upgrade to all heroes. Even though that it's kind of weird to have a hard carry with a scepter lol

Currently there are still 33 heroes that doesn't have an Aghanim's Scepter upgrade.

EDIT:

IMO - Aghanim is for heroes that want to dish extra "spell damage". Since dota is extremely weak on spell damage, and there is more magic reduction items, Aghanim is an item to compensate for those nukers and casters that need that edge.

PA or anyone in this list (except maybe Io, Oracle, Winter Wyvern) doesn't need an Aghanim. They are attack damage heroes and rely on this to kill. They are way better off with anything other than Aghanim.

A new update has just been released.. Maybe they will put an upgrade to all heroes even if it's kinda weird tho.
