For those who still need an answer, here it is.

This has to be done with Triggers. Just make it as simple as this:

  • Limit Hero Count
    • Events
      • Unit - A unit enters (Playable map area)
    • Conditions
      • ((Entering unit) is A Hero) Equal to True
    • Actions
      • Player - Limit training of Heroes to 0 for (Owner of (Entering unit))
This will make a player not able to train anymore heroes.
