How to make : When unit(hero) enters a region and gets a Hero(...) hero must be equaled more than 25(not 25 more than 25)

You don't need an event a unit enters a region.
You need a looping trigger which checks the number of heroes inside a region.
This must be done in a unit group.Once the number is qualified, run the effect you want

Doesn't he mean that the level of the hero must be >25? (over 25 heroes in a region seems absurd).
That can just be done with the condition

• (Hero level of (Triggering unit)) Greater than 25

Still, that's a pretty cryptic post.

I thought the image explained it all .
The red arrows mean "you should click here". What's underneath it is the value you should set it to once clicked.

Click on "Equal to". It will lead you to a list where you can choose between things like "less than", "greater than or equal to" and so on.
"Greater than" is part of it.

And you will need to input the value you want to check.
