Help with Screen Overlay

Greetings all,

I am closing in upon this project part of my map, and I would like to have it figured out, or have a rough idea of how to accomplish it, before I begin it. What I want to do is this:

Have a crossair over a player’s entire screen as though they are looking down the scope of a rifle.

And

Change the color of the screen to black and white.

Is any of these options available to do? Much thanks, and I hope I am not asking something that has been solved before, because if it has, I had not been able to find it.

Apply a full screen filter using triggers. One can import a custom texture to use as one.
Change the color of the screen to black and white.
I do not think this is possible. There is no HDR shader to configure which is how games like StarCraft II allow one to do this. Might be possible in Reforged but that is not yet released.
 
What if I apply a transparent sepia or grey filter?
It would likely reduce the effective dynamic range of the image without actually removing all colour. Filters are an image applied to the full screen with a blend mode operation. They are applied to all channels and the blend modes available are very simple. One cannot chain filters or mess with channel output.

Most modern games, like StarCraft II, support what you want thanks to their use of HDR shader pipelines. One can use those to decolourize the output producing perfect greyscale. However these are very much a modern concept and were likely impossible at the time Warcraft III was made. Reforged, with its HDR pipeline, might support such effects, but Warcraft III as it stands currently does not.
