lets see: Photoshop, the gimp, paint (not really) paintshop pro... etc..
For animations use flash or gift animaors but thats rather for very small animations, so just use flash, and yes, you WILL need time to learn to use it.
On the end, you can just draw things on paper and scan them.
Oh yeah, WARNED for caps lock
