Help! (Again,Again.)

Object Data is my expertise, and I believe that it is not object data that does this....How do you make a whole new skill menu, as in when you click on a e.g 'Combat Skill Menu - Basic', all the boxes become abilities instead of 'move', 'attack' and all. Anyone teach me how to do this?

Is it the spellbook item ability? Something must be going wrong with my head...I actually thought the spell that a spellbook conjured was RANDOM. Thanks RDZ..
