Perhaps you just forgot to include xe to your map.

My Jass Helper is saying:
Missing requirement: Optional: (Libaries Cannot require Scopes)
Pratically refering to this:

library xepreload initializer init requires xebasic, optional TimerUtils

I guess you're just missing the TimerUtils library than or you need the latest jass helper.
If you have TimerUtils in your map than i suggest you download the latest JassHelper and go to JassNewGen\jasshelper and replace the executable in there with those from the downloaded archive.
