Haunted Gold Mine Upgrade Trouble

So I'm just trying to create a simple upgrade for the Haunted Gold Mines. The other races were very easy to upgrade, this is the only one I've had such trouble with. I feel like an idiot for not being able to figure out what I'm doing wrong. I've uploaded the tiny tester map that has nothing more than the trouble at hand. Any help is much appreciated.
