Bottle of Whine isn't an actual item of the game. It was originally created for the sake of beta testing the 1.2A world bosses, back when Zwiebelchen didn't have the items completed. So he made that special item which adds a bunch of balancing attributes to the character.
Probably the guy in the picture had it hacked from the beta map version. You can't own the item right now.
