[Spell] Global damage deny

I trying to make via triggers a clickshot/target ability that make all units on the map(allies, enemies, structures, etc) saving the target unit the ability being cast unable to use abilities or attack but able to move.
The one unit that the ability was cast remains completly unchanged and can use attacks and spells freely
Is it possible?

Use a global range Smoke Cloud (Dragonhawk ability)? Add some immunity to the target or remove the debuff or something. Silence may also be able to work.

silence has an option to disable attacks i think

What these two have said is what you're after. Just check both melee and ranged attacks (and spells), add 'not self' in the targets allowed and set the AoE of the spell to some outrageous value. And voila!! It should affect every other unit on the map.

Btw this sounds an awful lot like DotA's Silencer and his ultimate, Global Silence... Just saying. :D
