You just use "Pause unit" on every unit on the map.
Note that GUI cinematic actions also contain a function that disables user control.
Additionally you can perhaps do some cool stuff if you set the animation speed of each unit to 0. Like stopping time.

Use the trigger Pause Unit and Unpause unit as what HesitationSnow said or either make their animation speed to 0 through this trigger:

  • Animation - Change (Picked unit)'s animation speed to 0.00% of its original speed
and just change it to 100% again if to unpause... Set the Picked Unit as the units in the playable map area so all units will have a pause but for a cinematic I really prefer HesitationSnow's answer.

BTW, making animation speed to 0 will also make it pause but not just that but also like a statue that it doesnt move or perform anything.
