It is possible.

With Image you draw something at a position inside the playable would mean you need to enforce a camera position.
Images don't show up until you use the render allways action onto them.

There are Fade Filters in trigger category cinematic/video which overlay the playable world display with some image, hence not bound to current position.

In 1.31 or higher a fullscreen img could be done using the frame API: like creating a BACKDROP over the whole screen, might be complicated as this api is not ported to GUI.
