Disarm

Could anyone make me a disarm ability that's like this. Decrease’s your enemies attack by 20%/25%/30% damage for 15/20/25 seconds.

use a Inner Fire ability that is allowed to target enemies, and when used, will give a negative bonus attack.

Or use a Curse, that only applies to damage, making the other reduction values just be 100%

In fact, Inner Fire is an autocast ability.

Here you got but isn't in GUI it's a Normal Ability from Wc3. Here you can take a look. I didn't have time to test so i don't know if it work but you can try.

Use Cripple

Cripple will only increase chance to miss.

I think you mean curse because this is the cripple spell descreption.
Cripple
Reduces movement speed by 75%, attack rate by 50%, and damage by 50% of a target enemy unit. Lasts 60 seconds.
