Diablo III Open Beta - Down?

I got like.. 75% through the downloader update and then it froze..
Now I can't get it back up.

Is it down?

Restart your computer, sometimes the installer leaves processes in the background despite it being closed.

Yes I close these with End Process Tree and sometimes it works sometimes it doesn't. I'm also having a serious problem getting the launcher to even open D3.
