Custom Skillz n TFT stuff on RoC

Im wondering how "dota" n "the Summoner" r on RoC dey have frozzen throne settings Custom skillz and all that stuff and still can play it on RoC is there a way i can do the same thing? if you can help i would luv u lol =P..

i think they either

1) edited the .SLK tables

2) were oddly made into ROC maps by wc3 itself
