uuuh, I think you need the Warcraft image extractor (available from the tools section). Once you've downloaded, open the wc3.mpq file and search around for the orc cursor file (I am unable to remember what file it is under, probably something to do with UI).
You can then save a copy to your desktop, edit this in an image editing app such as photosop then resave. You will also need the wc3 Viewer. Download this then convert your TGA file to BLP format. You must then import this to the world editor using the same name as the orc cursor.
