Custom Cooldown Skin?

Heya guys!

In Millenium RPG there is a custom cooldown skin that shows a clock and a 0.0 clock timer that counts down until the cooldown is finished. I thought it looked really cool and wanted to ask you if perhaps you knew where the skin was from or if there are any similar ones that you know of? I think it looks really cool
